
Zaira Saenz
Senior Associate
Zaira Saenz is a senior associate at Vianovo. She manages the firm’s work in Mexico on behalf of the Texas Economic Development and Tourism Office. In this role, she supports the State of Texas’ efforts to attract foreign direct investment, promote cross-border trade, and strengthen economic ties with Mexico. Zaira brings over a decade of experience at the intersection of public policy, economic development, and international business.
Prior to joining Vianovo, Zaira served as Secretary of Economic Development for the City of Monterrey. In that role, she led initiatives to attract investment, support business retention, and promote job creation. She also held the position of Director of Investment and Employment Promotion, where she coordinated local and international economic programs and worked closely with global companies establishing operations in Monterrey.
Her public-sector experience includes serving as a legislative advisor in the State Congress of Nuevo León, where she focused on economic policy, innovation, and entrepreneurship. At the state level, she served as FDI Coordinator for the Ministry of Economy of Nuevo León.
In the private sector, Zaira worked in business development for a firm specializing in FDI and industrial real estate in northern Mexico. She holds an MBA from the EGADE Business School at Monterrey Tec and a Law degree from the University of Monterrey.
